OH MY GOSH WHAT IF snow had decided this DELIBERATELY himself because of his revenge and resentment towards district 12 (specifically maybe lucy gray) and his way of not letting anyone from district 12 ridicule his games again so he made them unready and THATS why they've never had any winner accept for lucy gray haymitch and katniss and peeta!!! all had survival skills and wits of their own but the public in district 12 are not taught this until they are in the mines, at 18, WHICH IS OVER THE REAPING AGE!!!! OH SNOW U ARE SO EVIL AND VILE.... imagine if the kids are working in the mines, they would've also have bigger builds because of the work they do especially underground and stuffs. they could've also bombed the entire arena if they wanted to but these kids wouldn't know cuz they're not in the mines until they are 18.
