I considered this, but I wasn't sure if it fit the bill as I haven't read it! It's a difficult task to figure out from a synopsis whether they are acting as assassins or actually do have the sort of death powers/mysticism, or are a personification?

I’ve read it, it’s really good! I’d say they’re more acting as reapers as a way of population control. So no death powers and no mysticism. Government (or actually technically AI) controlled deaths.
