The 2 stars are entirely for the second part of the book, where the "political" plot picks up and the story actually starts. The first part is just, as many have already said, trauma porn. It's okay to have violence in your book, but we don't need to actually see someone get raped or whipped to understand that slavery is bad. This is not the kind of story where such explicit displays of violence are necessary. Especially if they add nothing to what's already been said about the topic before in hundreds of books.
Also, I don't believe at all that the writer "romanticises slavery" or anything of that kind, but it is true that slavery is merely used as a narrative device to bring Damen to Vere. No criticism deeper than a generic "slavery is bad" is moved here (at least in this first book). It doesn't "highlight the horrors of slavery", it just makes Damen a slave because that's the easiest way for the story to bring a power imbalance to the plot.
That being said, Pacat really does write beautifully. But I don't think I'll go on with the series honestly.
