The general vibe of this list is to collect books which, rather than changing the world through a heroic perfect storm, involve a character making their way through life with a brutal status quo they can't change on their own. All fiction genres accepted.

Terrific list! I’ll suggest The El: A Novel by Theodore C. Van Alst Jr. and maybe Fagin the Thief by Allison Epstein. Vastly different in culture and eras yet I think both fit your theme.

This was a very vibe based list and I think as I go through these I'll really figure out what I'm doing with the idea-- originally I was mostly looking for surveillance states and other authoritarian environments, but these two do sound like they fit the vibe well.

That is true dedication to your list! I hope you like them. I grew up having relatives involved in a gang (in the 70s) so the language and culture in The El was not completely foreign to me. I’m getting more into fantasy and sci-fi and horror thanks to the Lists and Quests on here!
