I love this theme! I have two older suggestions:

Blackfish City by Sam J. Miller -- A dystopian urban novel set in an arctic floating city; uses a lot of Indigenous imagery. This was highly awarded but I almost never meet anyone else who has read it. Very beautiful.

Drowning Towers by George Turner -- Australian sci-fi from the 1980s that follows one family's dystopian descent from upper middle class. I'd say it's "of its time," but it was super progressive and unique when it was released! I think about it a lot.
Whoa, I just found out that Drowning Towers was published as The Sea and Summer in its home country! Both appear on PB and I have no idea if this counts as a duplicate or not. ÂŻ_(ă)_/ÂŻ
