Am I just not understanding this or did this guy go to his landlord's house, uninvited and unwanted, in the middle of a snowstorm and then begged to stay over??? This is weird, no??

I have been assured by a very knowing American of my acquaintance in London, that a young healthy child, well nursed, is at a year old a most delicious, nourishing, and wholesome food, whether stewed, roasted, baked, or boiled; and I make no doubt that it will equally serve in a fricassee or a ragout.
Of course an American knows what babies taste like.
But since this "proposal" is meant satirically critique how England "consumed" the Irish population, I do find it interesting that Swift refers to an American telling him which age groups taste the best. It's like getting a little sneak peak at American history and how the indigenous people of Turtle Island were "consumed" by colonizers.
